Attached is Resolution No. 186 -11, Draft 2, which incorporates the amendments contained in
Communication No. 448.2, as duly approved by the Council on December 21, 2011.
The Council suspended its rules requiring that bills and resolutions up for final reading that are
amended be held over until the next regular meeting (Rule 24 1(e)), and subsequently adopted
Resolution No. 186 -11, Draft 2.
