Yamashiro per Communication No. 192, dated March 2, 1999, regarding the naming of a street in the County of Hawaii, reports as follows: Resolution No. 61-99 authorizes the naming of a street located in the Kaupakuea Homesteads, Kaupakuea, South Hilo, Hawaii. Pursuant to Section 22-35, Article 2, Chapter 22, Hawaii County Code, the Council of the County of Hawaii is authorized to adopt a street name of an unnamed roadway in the County of Hawaii. The Planning Commission at its regular meeting of February 19, 1999, recommended that the unnamed homestead road within the Kaupakuea Homesteads, be named "Kaupakuea Homestead Road." The name "Kaupakuea Homestead Road" was submitted by the residents of the Homestead Association who reseazched the name and found old documents, as such, with no diacritical marks, Your Committee, however, after checking with sources at the University of Hawaii -Hilo learned there should be an okina between the "u" and the "ea" so it reads "Kaupaku' ea", meaning kaupaku (ridgepole) and ' ea (hawksbill turtle or its shell). A resident of the Homesteads Association, stated that the old records indicate the name does not contain an okina. Several Committee members felt the name should be left as is, and no diacritical marks should be inserted because of the old records. However, pursuant to Resolution No. 960-84, the Hawaiian language faculty in the Hawaiian Studies Discipline of the University of Hawaii, Hilo College shall be consulted if a name, spelling and/or meaning be in question. Therefore, Your Committee recommended that an okina be inserted into the name as discussed, and that Resolution No. 61-99 be amended with Draft 2. Your Committee on Planning concurs with the intent and purpose of Resolution No. 61-99, as amended to Resolution No. 61-99, Draft 2, and recommends its adoption.
