The Department of Research and Development has received $ 41,863 as a rebate from
the Hawaii Energy Efficiency Program for the installation of energy efficient fixtures and
equipment at the West Hawaii Civic Center. In the current fiscal year's budget, $70,000
was appropriated for this account. To support the use of renewable energy from County
Solar Photovoltaic Systems in Hilo and Kona, the Department of Research and
Development would like to use these funds to lease and /or purchase one or more
electric vehicles.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
total appropriation in the Sundry Revenues — Current Year account by $41,863, bringing
the total appropriation to $111,863.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
One -time rebates were received from the Hawaii Energy Efficiency Program for the installation of energy
efficient fixtures and equipment at West Hawaii Civic Center. These rebates totalled $ 41,863.00
To support the use of renewable energy from County Solar Photovoltaic (PV) Systems in Hilo and Kona, the
Department of Research and Development (R & D) would like to use these funds to lease /and or purchase
an electric vehicle(s).
An Electric Vehicle Analysis from National Renewable Energy Lab (NREL) has been conducted for the West
Hawaii Civic Center. Dept of Energy (DOE) -NREL indicates that Plug -in Hybrid Electric Vehicles (EV) are an
optimal choice for WHCC and would save County rpj,, Woith funds available from Energy Efficiency
Rebates, R & D wishes to submit a bid to pursue -Luse and /or Purchase arrangement with an authorized
dealer.
Currently, there are no electric vehicles in the county fleet, and the EV integration usage data with on -site
PV system would assess the feasibility of transforming the fleet to utilize renewable and locally produced
energy to reduce our dependence on imported oil and save on fuel costs. County uses around 1.5 million
gallons of gasoline and diesel fuel annually to operate its fleets with cost of $7.3 million in FY 2007 -2008.
Utilization of power from the sun to charge electric vehicles will stabilize county fuel cost, promote new
transportation industry in the community, and allow ccounty government to lead by example.
