The County of Hawaii has been awarded a $250,000 grant to assist the lot owners in
Honoka'a with their sewer connection costs. The grant is funded by the State
Department of Health to safeguard the water from the Haina well from upslope
contaminants and is limited to those Tots within the wellhead protection area. This grant
will supplement funding provided by the County's sewer connection loan program which
will be implemented for the first time by the affected Honoka'a property owners.
At the time of the grant application, the amount of the grant monies available was not
known. Also unknown was the total guaranteed amount under the sewer connection
loan program. Therefore in order to satisfy DOH's goal of maximizing connections with
unknown financial variables, a priority system based on need was identified as the basis
to award the grant funds to the recipients. The first priority will be awarded to those lot
owners who are unable to participate in the guaranteed loan program. Next, grant
monies will be allocated to those lot owners who are participating in the guaranteed loan
program. Finally, if funds are still available, the remaining funds will be pro -rated among
the remaining lot owners based on a percentage of their connection costs. The
maximum award per lot owner is $25,000.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the
State of Hawai'i Department of Health for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $250,000 into the Department of Finance, Treasury Division's grant account.

A. REQUEST:
A resolution authorizing the Mayor to enter into an agreement with the State of Hawaii, Department of Health
to accept a grant for $250,000 to reimburse certain eligible lot owners in Honokaa for their sewer connection
loan costs.
An amendment to Ordinance 11 -59, the operating budget for FY 2011 -12, by adding appropriations for:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Environmental has constructed and installed a sewer system in Honokaa in order to
close the large capacity cesspools located in the town. A mail survey has indicated that the majority of the
affected lot owners will be interested in some type of financing for the costs to connect to the sewer line.
The County is implementing the sewer connection loan program in Chapter 21 of Hawai'i County Code,
which provides a County guarantee to loans made by local financial institutions. To further assist the lot
owners financially, the County has applied for grant funds from the State Dept. of Health. In order to
safeguard the drinking water in Honokaa, a grant was approved to ensure maximum connection to the sewer
system for those lot owners that are directly above the Haina well. The grant prioritizes disbursement of grant
funds by need and will be administered by the Finance Department for those lot owners participating in the
sewer connection loan program.
