The State of Hawaii Department of the Attorney General is providing federally derived
funds of $156,855 to support the Prosecuting Attorney's Office's implementation of the
Integrated Criminal Justice System (CJS) Information Sharing Project. The goal of this
project is to improve the efficient exchange of information within the criminal justice
system. The project will include automated transfer of case information and reports from
the Hawaii Police Department Records Management system to the Prosecuting Attorney's
office HITS case tracking system and Laserfiche document management system. The
project will also include the creation of an electronic discover process and will address
meeting the Judiciary's electronic filing of criminal cases requirement. The Prosecuting
Attorney's Office anticipates that these initiatives will streamline workflow and improve
efficiency by automating manual entry and redundant processes.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of the Attorney General for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $156,855 Integrated CJS Information Sharing Project Grant award.

A. REQUEST:
1) Requesting a resolution authorizing the Mayor to enter into an agreement with the State Department of
the Attorney General to receive funds to implement the Integrated CJS Information Sharing Project.
2) Requesting a bill for an ordinance to appropriate $156,855 for CJS Information Sharing.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Department of the Attorney General has awarded the Prosecuting Attorney's Office with a FY
2009 Recovery Act - Edward Byrne Memorial Justice Assistance Grant (JAB) Program /Grants to States and
Territories grant to automate processes within the criminal justice system to improve the efficient exchange
of information. The project will include automated transfer of case information and reports from the Hawaii
Police Department Records Management System to the Prosecuting Attorney's office HITS case tracking

This project closes gaps identified in the current information flow within the Prosecutor's Office as
well as between the Prosecutor's Office and Hawai`i Police Dept., and also resolves an issue
regarding non - arrest based cases which will become critical when the Judiciary begins eFiling of
criminal cases in the summer of 2012.
