The U. S. Department of Homeland Security, Federal Emergency Management Agency
(FEMA) is providing federal funds of $148,758 for the purpose of supporting the Hawaii
Fire Department's Assistance to Firefighters Grant program. These federally derived
funds will be used to purchase seven new Zoll Medical Corporation, 12 -lead
Electrocardiography (EKG) machines.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with FEMA, for
this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $148,758 Assistance to Firefighters grant.

A. REQUEST:
Prepare a resolution and ordinance to authorize the acceptance of a US Department of Homeland Security,
FEMA, Assistance to Firefighters Grant, and to appropriate funds as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i Fire Department was recently notified of the Assistance to Firefighters Grant (AFG)
award for the fiscal 2011 application period. Seven (7) new Zoll Medical Corporation 12 lead
Electrocardiography (EKG) machines will be purchased through this award, enabling our
Department to upgrade and equip each and every one of our 15 ALS Ambulances. For persons
experiencing "Heart Attack ", each passing minute equals more heart muscle damage. Rapid
diagnosis and intervention dramatically increase a patient's chance for survival. Acquiring these
funds will allow the Hawaii Fire Department to upgrade and standardize our EKG equipment and
enable us to meet local and national standards of care.
