Please see below proposed amendments to Bill No. 270, Draft 6.
Section 422.1, performance -based design criteria for Hawai`i Residential Safe Room, is amended
to include compliance with section 422.10. Section 422.1.1, Intent and Scope, is amended to
allow a Residential Safe Room outside of a dwelling or an accessory structure to a residence;
provided compliance with design and construction requirements of either section 422.1.2.1 or
422.1.2.2.
The proposed amendments are illustrated below in Ramseyer format with respect to the contents
of Bill No. 270, Draft 6, and bolded for emphasis (material to be deleted is bracketed and
stricken through; material to be added is underlined).
Section 5 -81, as provided in Bill No. 270, Draft 6, is amended by amending Sections 422.1
422.1.1, and 422.1.2 to read as follows:
"422.1 Performance -Based Design Criteria. The Residential Safe Room shall
meet the minimum performance specifications of Sections 422.1.1 through
422.9[:], and the owner of the Residential Safe Room shall comply with
Section 422.10.

422.1.1 Intent and Scope. The intent of the Residential Safe Room is to
temporarily provide an enhanced protection area [3] that is either: (1) fully
enclosed within a dwelling or within an accessory structure to a residence[;
which-is]; or (2) a separate structure outside of the dwelling that meets
standards pursuant to 422.1.2.1 or 422.1.2.2. All Residential Safe Rooms
shall be designed and constructed to withstand the wind pressures, windborne
debris impacts, and other requirements of this section.
422.1.2 Alternative Standards.
1. Manufactured Safe Room Designs Subject to Approval. A manufactured
safe room or safe room kit may be substituted if documentation is submitted
and approved by the building official. The safe room shall be engineered,
tested, and manufactured to meet or exceed the criteria of this section.
2. FEMA [In-Residenee] 320 Shelter Designs Permitted. It shall be
permissible to build FEMA °c
[IEn- zcDsi deice] Shelters of up to 64 square feet of
floor area with walls up to 8 feet long that are built in accordance with
construction details of FEMA 320."
