It is my pleasure to submit for your confirmation the following nominations to the North KoI a
Community Development Plan Action Committee. In order to expedite confirmation of these
nominations I respectfully request waiver from reading before committee and that these
nominations be considered by the full Council at the earliest opportunity.
1. Cipriani, Frank (4 -year term): Mr. Cipriani is a 35 year resident of North Kohala and is
President of Biofarms Hawai'i LLC, which has developed an algae culturing system that
is used for a broad range of products. He has a strong interest in a sustainable future for
diversified agriculture and aquaculture projects in Kohala, and will bring a valued and
important perspective to the Action Committee.
2. MacKillop, Christopher (4 -year term): Mr. MacKillop was born and raised and is a
current resident of North Kohala. Mr. MacKillop is an owner of a small landscaping
company. He helped build the Waimea Native Park with the Waimea Outdoor Circle and
then started the North Kohala Outdoor Circle. He was President of the North Kohala
Outdoor Circle from 2002 to 2009 and is currently the Vice President of Friends of
Keokea Beach Park. He feels his experience as a leader of non - profit groups of
volunteers has given him the experience and skills needed to work with the community.
3. Winter, John (4 -year term): Mr. Winter is a 4 year resident of North Kohala. Mr.
Winter has a PhD in Geology and has been a professor at Whitman College since 1981.
He has been very active as a member in the following community groups: Sustainable
Kohala, North Kohala CERT, Lions Club, and the North Kohala CDP Infrastructure A
subcommittee. Despite his relatively short 4 years as a resident in Kapaau, he has
established many contacts in the North Kohala community and volunteered his services
to several community events and activities.
