No. 450/Bill No.137, reports as <br /> follows: <br /> Bill No. 137, transmitted by Mayor William P. Kenoi, via Communication No. 450, dated <br /> October 20, 2011, is an Ordinance amending the State Land Use boundaries maps for the County <br /> of Hawai`i by changing the district classification from the agricultural to the urban district at <br /> Honomu, South Hilo, Hawai`i, covered by Tax Map Key: 2-8-013:063 and 064. Also enclosed <br /> was a favorable recommendation from the Windward Planning Commission Chair Zendo Kern. <br /> The applicant, Peter Christopher, was not present. <br /> Council Member Ford stated that in Comm. 450 the Department of Water and Department of <br /> Land and Natural Resources were concerned about water availability issues and that the <br /> Department of Transportation described this as "spot"type zoning. She also has concerns with <br /> the water issue and the proposed number of units being allowed. <br /> Planning Program Manager Daryn Arai stated that this Bill is to change the State Land District <br /> Classification to Urban to be consistent with the Zoning Classification. He also stated that the <br /> water concerns would be addressed with current rules and codes in place when the property is <br /> subdivided. He disagreed with the Department of Transportation's statement that this is "spot" <br /> type zoning and stated that the Department of Transportation puts that on almost every <br /> application they review. <br /> Council Member Ford stated that this property abuts `Akaka Falls Road in a mostly Urban area <br /> and that the Agricultural Land Classification could be changed to Urban. <br /> Committee Chair Hoffmann stated that this bill is not a zoning application but a district class <br /> change. He asked Mr. Arai if additional Council action would be needed in order to subdivide. <br /> Mr. Arai replied that the applicant could subdivide if the current zoning change request is passed <br /> without further Council action. <br /> PC Rept.
