No. 524/Bill No.166, reports as <br /> follows: <br /> Bill No. 166, transmitted by Mayor William P. Kenoi, via Communication No. 524, dated <br /> December 21, 2011, is an Ordinance amending Ordinance No. 95-98 which amended section <br /> 25-8-22 (formerly referred to as Section 25-103) (Puna District Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the District <br /> Classification from Agricultural—20 Acres (A-20a) to Agricultural— 1 Acre (A-la) at Keaau, <br /> Puna, Hawaii, covered by Tax Map Key 1-6-003:010. Also enclosed were favorable <br /> recommendations from the Windward Planning Commission Chair Zendo Kern and from <br /> Planning Director Bobby Jean Leithead-Todd. <br /> The applicant Renaissance Development, LLC, Robert Yoneoka; and Planning Consultant <br /> Sidney Fuke, representing the applicant, were present in Hilo. <br /> Mr. Fuke stated that the property was originally planned for a 35 lot development with a visitor <br /> center complex but the final subdivision approval deadline had expired when the current <br /> applicant purchased the property in 2008. He further stated the applicant wants to proceed with <br /> the project with 35 lots, without the visitor center complex, and that the applicant agrees to the <br /> three additional conditions relating to Fair Share, Affordable Housing, and Connectivity. <br /> Council Member Ford verified that the visitor center complex would not be built. She asked if <br /> the applicant was willing to pay the water connection fees for each lot. She also inquired if the <br /> distance from the Humane Society and the County Transfer Station was sufficient in regards to <br /> possible odors. <br /> Mr. Fuke confirmed the applicant was willing to pay the water connection fees and estimated the <br /> distance between the property and the Humane Society and the County Transfer Station as one <br /> mile. He further stated that he has been on the property and never noticed any odor. Council <br /> Member Blas confirmed the distance as at least one mile. <br /> PC Rept. No.: 37 <br />
