attended the ASPO Conference in Washington, D.C. and would like to share some information
with the Council.

Comm. 551: PRESENTATION BY OTEC INTERNATIONAL LLC (OTI) REGARDING A
1-MEGAWATT OCEAN THERMAL ENERGY CONVERSION PLANT
From Chairperson Dominic Yagong, dated January 23, 2012, stating that OTI is negotiating a
lease with NELHA (National Energy Laboratory of Hawai‘i, Authority) for a 1-megawatt
demonstration ocean thermal energy conversion plant. Note that OTI is also in advanced
negotiations with Hawaiian Electric Company, Inc. (HECO) for a 100-megawatt plant off
O‘ahu.
