t1 The Northwestern Hawaiian Islands
The goal of this document is to outline a framework for holistic and cooperative action planning to
respond to the potential threats posed by marine debris generated by the tsunami that struck Japan
in March 2011. Because of the significant variability in the potential quantity, composition,
movement, and ultimate destination of this debris, the potential impacts are highly uncertain. To
identify and plan for these many impact eventualities, it is critical to integrate knowledge and
expertise across agencies and specialties. This document identifies potential needs, plans and
actions that will be cooperatively expanded upon and explained to populate the overall framework
and guide a cooperative and holistic response.
The potential time and geographic scale of the problem means that each phase and element of the
overall response will require diverse and nuanced expertise, particularly dependent upon location.
To integrate the best possible knowledge, subject matter expert individuals and groups will be
identified at geographic, species /resource, and discipline levels to lead the synthesis of potential
impacts and solutions (i.e., prevention or mitigation actions) for framework elements. These subject
matter experts will work collaboratively to form contingency plans that apply best practices across
topics.
Based on current modeling outputs, increased debris deposition is possible in areas of the U.S. West
Coast, Alaska, and Hawaii in the next five years or more, with initial impacts predicted to occur in
the Northwestern Hawaiian Islands (NWHI) in winter 2011/2012. Because of this, the framework
will focus local efforts for impact and response planning in the NWHI, while pursuing broad -scale
efforts for assessment and preparation. In the future, this framework may be used as a model for
local and regional impact and response planning in other locations of potential impact by marine
debris generated by the Japan tsunami.
RESOURCE IDENTIFICATION AND PLANNING
The first step of the planning process is identifying in advance the elements and requirements involved
in addressing the tsunami debris. These discussions should include appropriate representatives from
local and regional entities. For example, in the NWHI these include, but are not limited to, the
Papahanaumokuakea Marine National Monument, the representative agencies on the Monument
Management Board and the Monument's Interagency Coordinating Committee.
• Identify areas and /or resources at risk, and prioritize actions accordingly.
• Identify agency expertise and responsibilities: who will do what, where, and when.
• Identify permitting and consultation requirements.
• Identify funding sources: where will the funding come from?
• Identify resources for assessment, survey, and information dissemination.
• Identify resources and criteria for removal, disposal, and recycling.
ASSESSMENT AND PREPARATION
The potential scope of debris distribution and impact must be assessed to inform and guide targeted
planning for responses to specific impacts. Due to continual movement of at -sea tsunami debris
assessment is needed throughout the potential impact area to ensure the most up -to -date information
is used to inform preparatory actions.

• Shoreline and nearshore assessment and monitoring
Gather /mine baseline data on regular debris accumulation rates in order to distinguish
tsunami debris accumulation and impact from background debris instances. For this data to
be comparable, standardization is important.
• Modeling and trajectories
Build on existing oceanographic circulation models and tools to predict debris movement and
deposition, integrating outputs of targeted and opportunistic at -sea debris sightings.
• Aerial and at -sea information gathering
Identify and utilize targeted and opportunistic detection assets to locate and define debris
concentrations at -sea. This data will be used to ground -truth modeling and trajectory outputs,
as well as investigate debris composition.
• Outreach and awareness
Conduct legislative outreach, create forums for data exchange (web content, monthly or bi-
weekly meetings, list - serves), develop and execute media outreach. Work with and through
partners to help distribute information.
POTENTIAL IMPACT AND RESPONSE
As the scope of debris distribution and modeling is refined, actions must be planned (contingency
plans) that integrate relevant expertise and apply standardized best practices.
• Natural resources
Identify groups with subject matter expertise at species and /or trust resource levels to identify
potential debris impacts and responses or mitigation strategies, with guidance on debris best
practices from MDP.
• Shoreline and nearshore
Work with partners, including state and federal agencies, local governments, and industry to
assess potential impacts of tsunami marine debris on shorelines and nearshore areas.
Determine removal and disposal options.
• Human health and safety
Identify potential human health and safety concerns relevant to the tsunami debris and
provide succinct safety guidelines for each.
• Cultural
Identify potential cultural impacts.
• Socioeconomics
Work with partners to obtain information on the direct and indirect (i.e., non -use values)
economic costs of debris impacts on habitat and species as well as costs of prevention and
mitigation efforts.
• Outreach and awareness
Conduct legislative outreach, create specific website information (blogs, regional one - pagers,
social media), execute high -level media outreach.
• Shipping, transportation, and navigation
Consult with shipping partners and other mariners to identify foreseeable impacts of debris
and best methods to mitigate the threats the debris poses.
