RESOLUTION NO. 223 12
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO
ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII
DEPARTMENT OF HUMAN SERVICES OFFICE OF YOUTH
SERVICES, PURSUANT TO HRS 46 -7, TO IMPLEMENT THE BIG
ISLAND JUVENILE INTAKE AND ASSESSMENT CENTER (BIJIAC)
PROJECT
WHEREAS, the State of Hawaii Department of Human Services Office of Youth
Services has authorized federally derived funds for the Prosecuting Attorney's Office to
implement the Big Island Juvenile Intake and Assessment Center (BIJIAC) project in Hawaii
County; and
WHEREAS, the BIJIAC is a pilot project for the State to provide assistance to police
with the holding and placement of youths taken into custody; and
WHEREAS, the objective of the BIJIAC concept is to provide juvenile offenders a
single point of entry for assessment, crisis intervention, service integration, short -term
holding, and referral; and
WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that County
departments obtain the consent of the Council to enter into agreements with the Federal or
State governments respecting action to be taken pursuant to any of the powers granted by
law to furnish, expend, and receive any funds or other assistance in connection with projects
being or to be undertaken pursuant to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in
accordance with section 46 -7, Hawaii Revised Statutes, that the Mayor of the County of
Hawaii is authorized to execute, on behalf of the County, an agreement with the State of
Hawaii Department of Human Services, to enable the County to implement the Big Island
Juvenile Intake and Assessment Center project as indicated in the award letter, attached
hereto and incorporated herein by reference as Exhibit "A ", and related documents.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, Office of the Prosecuting
Attorney, and the Finance Department.

The County of Hawai'i Office of the Prosecuting Attorney has been selected to receive federal
formula grant funds from the State of Hawai'i Office of Youth Services for the following project:
Project Title: Big Island Juvenile Intake and Assessment Center
Amount: $200,000
Match: N/A
TOTAL: $200,000
As required by the U.S. Office of Juvenile Justice and Delinquency Prevention, the availability of
the funds will be contingent upon the submission to my office of a proposal of work including
an expenditure plan for the aforementioned federal funds.
All costs incurred due to project activities must be obligated by 09/30/12. If you should have
