Ferreira Deputy Police Chief w TO : J YOSHIMOTO, COUNCIL CHAIR, HAWAI'I COUNTY COUNCIL AND MBERS OF T E COUNTY COUNCIL FROM I, POLICE CHIEF SUBJECT : LOWEST LA ' ENFORCEMENT PRIORITY OF CANNIBIS STATISTICS FOR PERIOD OF NOVEMBER 2008 TO MAY 2009 In accordance with the semi - annual reporting requirement of Chapter 14, Article 16, Section 14 -102 (2) of the Hawai'i County Code, the following island -wide statistics have been compiled for the period beginning November 4, 2008 through April 30, 2009. Our records indicate that during the aforementioned time period, a total of (197) persons were arrested and (2) penal summonses (citations) were issued for marijuana offenses under Hawai'i state law. These include the offenses ranging from commercial promotion of marijuana in the first degree (offenses outside the scope of the County Ordinance) to promoting a detrimental drug in the third degree. Collectively, these arrestees account for a total of (291) marijuana cases. These statistics do not include or reflect any arrests of, or summons issued to anyone under the age of 21. During this time period, a total of $13,811 in cash and one vehicle were seized for forfeiture. The following figures are inclusive of: • Marijuana arrests that were incidental to or were a result of other criminal investigations; • Arrests stemming from the distribution of marijuana; • Bench Warrants, Grand Jury Indictments, Information Charging or Penal Summons arrests that were the result of those investigations initiated prior to November 4, 2008; • Arrests for marijuana offenses that had occurred on public property. In March 2009, Hawai'i Police personnel assisted the federal government with an eradication mission in the County of Hawai`i that was conducted by the Drug Enforcement Administration. The department has no statistical data on the number of helicopter over -flight complaints as these complaints were addressed by the DEA. The department currently does not keep statistics of the time and money expended by the County on the enforcement and punishment of marijuana offenses.
