Subject: Early Consultation for Environmental Assessment for Expansion of
Hilo Baptist Church, TMK 2 -4- 056:027, South Hilo District, Island of
Hawai`i
I have been contracted by the Hilo Baptist Church to prepare an Environmental Assessment (EA)
in compliance with Chapter 343, HRS. This letter is to share information about the action and
request your input on site conditions, issues that you wish to be addressed in the EA, and any
other concerns you may have.
Hilo Baptist Church leases the subject State of Hawaii property, which is developed with an
approximately 2,535- square foot (sf) church building that was built in 1988, as well as 30
parking stalls (see attached location map and photo). The church requires additional space in
order to better meet its community mission, particularly related to programs for immigrant
children. The church plans to build new structures totaling 2,350 sf of additional enclosed space
for classrooms, storage, restrooms and a kitchen, as well as a 1,680 -sf covered lanai. In addition,
60 new standard parking stalls, two new van- accessible ADA stalls, and two standard ADA stalls
would be constructed.
The EA will present the Site Plan, building floor plans, and elevations. The areas of investigation
in the EA will include but not be limited to the following: water quality assurance; wastewater
treatment; flora, fauna, and ecosystems; traffic impacts; geology, soils, and hazards; flooding and
drainage impacts; social, cultural and community impacts; historic sites; and economic impacts.

completed.
