Yamashiro per Communication No. 189, dated February 17, 1999, regarding the naming of streets in the County of Hawaii, reports as follows: Resolution No. 60-99 authorizes the naming of streets within the Kaniohale Project Village 3, Villages of La`i`opua, Kealakehe, North Kona, Hawaii, Tax Map Key 7-4-21:9. Pursuant to Section 22-35, Article 2, Chapter 22, Hawaii County Code, the Council is authorized to adopt street names for Hawaii County's unnamed roadways. The Planning Commission at its February 5, 1999 meeting, voted to recommend the adoption of the street names as follows: Road A "Kaniohale Loop" an ili in Kealakehe Road B "Ililoa Street" an ili in Kealakehe Road C "Haleolono Street" an ili in Kealakehe Road D "Naulu Place" a survey point Road E "Nuhi Place" a survey point Road F "Puohe Street" an ili in Kealakehe Road G "Haleolono Street" an ili in Kealakehe Road H "Nuole Place" a survey point Road I "Paia Place" a survey point Road J "Haleolono Place" an ili in Kealakehe Road L "Pa Place" a survey point Resolution No. 60-99 and Communication No. 189 were first placed on the April 20, 1999 agenda, but deferred until today while Your Committee awaited the response from the Department of Hawaiian Home Lands to the recommendations of the University of Hawaii at Hilo. Your Committee sought recommendations from the University of Hawaii at Hilo regarding the correct spelling of the above-mentioned names with diacritical marks, and received a modified list. Some members of Your Committee firmly believe that the diacritical marks should be used, but the naming committee, composed of staff and individuals with expertise and PC-28 PC-28 Page 2 May 26, 1999 sensitivity to the Hawaiian language and culture, which the Hawaiian Homes Commission uses, adamantly stood by their original submission. After much discussion, Your Committee finally relented and agreed to retain the original submission list as noted above because these names "were selected for their historical association with the Kealakehe ahupua`a and were gathered from research of land survey maps. The names refer to `ili or survey points found on these maps where diacritical markings were not delineated. Adding diacritical markings may potentially alter the historical representation of these `ili and survey points and, it is DHHL's belief that these names do not lend themselves to simple definitions." For informational purposes only, on the final vote, Committee Members Bobby Jean Leithead- Todd, Nancy Pisicchio and Curtis Tyler voted "kanalua" twice. Your Committee on Planning concurs with the intent and purpose of Resolution No. 60-99, and recommends its adoption.
