Subject: testimony for tomorrow's meeting
Hawaii County Council:
I urge you NOT to pass bill 270 in its current form. Please amend it according to
communication 128.74, and please vote YES on Resolution 167 -11, the proposal on
sustainable alternative building code.
I built a home in Kalapana a couple years ago with the required building permits. I spent
as much as I could afford. If the building code had been any more stringent as is now
proposed, I would have been forced to build an illegal structure for my home, and the
county would not have received the revenue from my permit fees and increased property
taxes.
Please remove the new provision for criminal legislation, or allow only full misdemeanor
charges (not "petty" misdemeanor charges), to ensure our right to jury trial by peers.
Bill 270 in its current form makes no sense. I understand it would even require air -
conditioning in new buildings. This is absolutely ridiculous! I moved to Hawaii because
I like it 78 -85 degrees. I suffer enough when I go into air - conditioned public
buildings, and I really don't need government to dictate my comfort requirements.
Respectfully,
Allan Reaves
