CALL TO ORDER – 2:35 p.m. STATEMENTS FROM THE PUBLIC ON ITEM(S) ON THE AGENDA REFERRAL(S) Comm. 543: PRESENTATION BY THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT AND THE DEPARTMENT OF CIVIL DEFENSE REGARDING THE MARINE DEBRIS FROM THE MARCH 11, 2011 JAPANESE TSUNAMI From Chairperson Dominic Yagong, dated January 12, 2012, stating that the National Oceanic and Atmospheric Administration (NOAA) estimates that roughly 25 million tons of debris was generated by the tsunami and it will hit the Hawaiian Islands as early as the beginning of this year. The Departments will provide the Council and the public with an update on what they are doing to monitor and track the debris. Serving the Interests of the People of our Island Hawai‘i County is an Equal Opportunity Provider and Employer EMC-12 Page 2 January 31, 2012 Comm. 544: URGES THE LEGISLATURE OF THE STATE OF HAWAI‘I TO APPROVE SENATE (Res. 217-12) BILL NO. 713, RELATING TO THE LABELING OF GENETICALLY ENGINEERED WHOLE FOOD CROPS Urges the State Legislature to approve Senate Bill 713 relating to the labeling of genetically engineered whole food products for the purpose of providing consumers with an informed choice concerning the foods they consume. RECOMMENDS ADOPTION OF RES. 217-12: Ayes: Committee Members Blas, Ford, Hoffmann, Pilago, Yagong, and Chair Smart – 5. Noes: None. Absent: Committee Members Ikeda, Onishi, Yagong, and Yoshimoto – 4. Comm. 550: DISCUSSION REGARDING THE POSSIBLE IMPLEMENTATION OF A FULLY FUNDED DIVERSION RECYCLING GRANT PROGRAM From Chairperson Dominic Yagong, dated January 12, 2012, stating that at the Council’s January 20, 2012 meeting, Resolution 202-12 was postponed. During the course of discussion a diversion grant program was mentioned as a possible alternative to the services described in the resolution.
