This amendment is part of an effort to provide more parking in heavily used areas such
as Alii Drive and downtown Hilo. This change will allow parking within bus stops and
road taxi stands when bus stops and road taxi stands are not in effect. This parking
allowance is already permitted in loading and unloading zones.
