Re: Testimony in Support of Resolution 171 -11
Dear Chair Blas and Members of the Committee:
PATH wishes to express our support for Resolution 171-11 to establish a Hawaii
County Complete Streets policy.
This Resolution is consistent with Act 54 that was signed into law in May of 2009,
requiring all county and state transportation agencies to implement a
Complete Streets policy.
The Resolution also helps to move the County forward towards implementation
that works best for our unique Big Island rural transportation system.
Complete Streets for Hawaii County means that we will help connect families
together by providing safe places for them to walk or ride a bike. Complete
Streets means that we provide an economic boost to our local businesses by
creating inviting places for people to shop and dine. Complete Streets means
that everyone can coexist safety on our roads, whether they are driving to an
appointment, bicycling to work, walking to school or riding the bus to visit
family.
Complete Streets doesn't mean that we have to have sidewalks everywhere
on our Big Island roads. Rather, Complete Streets can be a shared road
serving residents in a quiet neighborhood, or perhaps a separate trail or a
paved shoulder. In some cases sidewalks will be a good idea, but not in all
cases. The design will be different for different areas but the thing that remains
the same is that we build our communities for people and places, and not cars
and traffic. When we build for people we get people and places. If we
continue to build for cars and traffic, we will continue to get cars and traffic.
We urge you to please support Resolution 171-11.
