Subject: Bill No. 87
I believe that Public Access, Open Space, and Natural Resources Preservation are noble
environmental virtues, but the political talking points of Bill 87 are not clear to me. The benefits for the
greater public good have not been clearly enumerated or supported. My vote would be a no.
Bill 87 proposes a means to replace current authority and institutional functions. I do not
comprehend how the 2 percent land fund would be a better and wiser way to resolve, finance and
implement plans concerning environmental, economic, or social issues.
The County discussed much on the subject of austerity during the budgetary process because of the
lean economy.
As the economy went south, the County struggled with its revenues and budget. Hard choices were
made to meet immediate vital needs to the dismay of those who passionately believed in the full
implementation of the 2 percent guarantee regardless of the economic times.
During the Finance Committee hearing on September 7, 2011, Ms. Jocelyn Iyo said: "I believe in land
conservation and 'eco -stuff and I recycle and all that," said Iyo. But I believe in smart development."
She captured my sentiment too.
I believe in the concepts of preservation and enhancement of environmental resources. Natural
beauty should be preserved and the enjoyment of it by all can be enhanced by smart development.
BiII 87 is perhaps important, but it is not urgent. I am not persuaded that it is necessary or wise to be
funded by County Charter.
