Dear Chair Dominic Yagong and members of the Hawaii County Council:
RE: Statement in Opposition to Bill 17 Draft 2 (Plastic Bag Ban)
My name is Steve Ueda, and I represent Suisan Company, Ltd., a distributor of food and food -
related products to about 700 businesses on Hawaii Island. Suisan distributes plastic bags used at
checkout to restaurants, drive -ins, deli's, convenience stores, and other foodservice businesses.
Our customers choose to purchase plastic bags because they are economical, functional, and
space efficient.
Plastic bags are especially useful for foodservice businesses to package take -out foods.
• Foods may be served in a hot or cold liquid form, such as soups or stews.
• Foods may be greasy, such as fried chicken.
• Foods may generate steam or condensation.
Plastic bags are very moisture and grease resistant, and are a very economical solution to contain
these foods without tearing or spilling.
We oppose passage of Bill 17. We respectfully request that the County of Hawaii allow
businesses and consumers to continue to choose the best packaging for their needs. To the extent
plastic bags being improperly disposed is an issue, we support the enforcement of existing laws
prohibiting illegal dumping and litter. We also support recycling of plastic bags.
