We urge the Hawaii County Council to not pass Bill 17 which bans the use of plastic bags on the Island W' *20

Instead we recommend the Council to consider the alternative offered by the Hawaii Food Industry
Association. We need a change that encourages customers to bring their own carry bags and reduces the use
of free bags provided by business. The truth is there is no such thing as free bags, customers pay for their
bags when businesses add packaging cost to items sold.
This makes both environmental and economic sense for our community. A required bag fee places an
incentive to bring your own bags to shop and reduces waste into our landfill, saving money for the
consumer, business, and government; also helps reverse the cycle of polluting our world.

Dear Members of the Hawaii County Council,
We urge the Hawaii County Council to not pass Bill 17 which bans the use of plastic bags on the
