SUBJECT: Travel to Ormoc Sister-City, Philippines
This memorandum is being sent to notify you that I will be joining the administration's
delegation to Ormoc City, Philippines March 21 —29, 2012 for a sister city ceremony and
information sharing. This comes at the request of Ormoc City Mayor Eric Codilla, the Hawai`i
County Mayor William Kenoi, and the Congress of Visayan Organization President Jane
Clement. The administration will be covering the cost of my travel expenses.
My wife Nita Pilago will be joining me on this trip, and we will reimburse the county for any
travel costs that will be pre-paid on her behalf by the County of Hawaii.
This trip will also allow me to follow up with relations I established when I travelled as a
representative of former Governor Linda Lingle during the Philippines Hawaii Centennial
Celebration held in 2006.
I request 10 minutes on the Council Agenda to give additional information. A Governmental
Relations Committee Waiver is attached.

COUNCIL MEMBER PILAGO'S TRAVEL TO ORMOC SISTER-CITY,
PHILIPPINES
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations to the full Council for immediate action.
In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is
granted and the matter be placed onto the next Council agenda for review. However, in the event
this request is denied, for whatever reason, I understand the matter shall be referred to the
Committee on Governmental Relations for placement on its future agenda.
