The machines they currently use are over ten years old and near the end of their useful lives. They wish to replace them with new units, to be used in the Motor Vehicle Registration and Vehicle Registration and License Administration section and at the Hilo Periodic Motor Vehicle Inspection section locations. REQUEST: Approval to enter into a five (5) year lease agreement for two (2) desktop black &white copy machines with copier stands for the Department of Finance, Vehicle Registration & Licensing Division, Hilo Motor Vehicle Registration & VRL Administration Sections, located at 101 Pauahi Street and Hilo Periodic Motor Vehicle Inspection Section, located at 349 Kapiolani Street. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Motor Vehicle Registration & VRL Administration Section's black and white copy machine is over 10 years old and requires frequent repairs. The copier is becoming obsolete and parts for repair are becoming unavailable. Upgrading to a faster, more technologically advanced machine will allow staff to increase their productivity with less interruption. The Periodic Motor Vehicle Inspection Section's current copier was originally leased in 2003. The copier is becoming obsolete and repairs are being required more frequently. Upgrading to a newer model will enable the PMVI staff to complete their work with more efficiency. A new copier is essential to their program as their average quantity of copies produced is 6,500 per month. The PMVI program is State funded and copier lease and maintenance is included in their operational costs. A new lease for a desktop copy machine with stand, fax capabilities, automatic two-sided copying, advanced sorting capabilities, 100 page automatic document feeder, two 500 sheet capacity paper trays and minimum print speed of 45 copies per minute will cost approximately $240.00 per month (for each unit) plus $0.0162 for each black and white copy in excess of the monthly print allowance.
