RESOLUTION NO. 228 12
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO APPROPRIATE
FUNDS FOR THE CONSTRUCTION OF AN ADULT DAY CARE FACILITY IN HILO.
WHEREAS, according to the Hawaii State Plan on Aging, by 2035 the older adult
population in Hawaii (projected to be 474,586 individuals, 60 years or older) will represent
29.7% of the total population, a 310.3% increase during the 55 year period from 1980—2035; and
WHEREAS, during the same 55 year period the total population is projected to increase
65.1%while the population aged 85 and older will increase 1157.5%, illustrating decreasing
mortality rates and greater life expectancy; and
WHEREAS, Hawaii Island Adult Care, which runs the Hilo Adult Day Center; is a
501(c)(3)Non-Profit organization whose purpose is to provide community based care of the daily
life needs of frail elders, Alzheimer's patients, and physically or mentally challenged individuals;
and
WHEREAS,preventing premature institutionalization in long-term or acute care facilities
allows these individuals the opportunity to continue living in their own homes, providing dignity
and self-worth and helps these individuals maintain independence; and
WHEREAS, the programs offer a variety of supervised group activities designed to
promote independence, personal growth and enjoyment, and is structured according to their
individual abilities, needs and interests; and
WHEREAS, the all-day programs provide a much needed respite for caregivers and the
opportunity for family caregivers to continue working; and
WHEREAS,the Hilo Adult Day Center currently leases the old Hilo Memorial Hospital,
which was constructed in 1924, on a month to month basis to offer services to its 105 clients; and
WHEREAS,the Hawai`i Island Community Development Corporation is a 50l(c)(3)non-
profit organization which has developed over 400 affordable housing units for low income
families on Hawaii Island; and
WHEREAS,the Hawai`i Island Community Development Corporation proposes the
construction of a new functional and modern facility to be integrated into the Mohouli Senior
complex being developed in Hilo, designed to meet the needs of the community for decades to
come; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII,that the
Hawaii State Legislature is urged to appropriate $7 million to the Hawai`i Island Community
Development Corporation for the construction of a new Hilo Adult Day Care facility; and
BE IT FINALLY RESOLVED,that copies of this Resolution be transmitted to Governor
Neil Abercrombie, Senate President Shan Tsutsui, Speaker of the House Calvin Say, Senator
Gilbert Kahele, Senator Malama Solomon, Senator Josh Green, Representative Jerry Chang,
Representative Denny Coffman, Representative Cindy Evans, Representative Faye Hanohano,
Representative Bob Herkes, Representative Mark Nakashima, Representative Clift Tsuji and
Mayor William P. Kenoi, County of Hawai`i.
