Your Committee on Planning, to which was referred Bill No. 99, transmitted by Mayor
Stephen K. Yamashiro per Communication No. 347, dated June 21, 1999, regarding the
amendment of subdivision application fees, reports as follows:
Bill No. 99 amends Section 23-60, Chapter 23 (Subdivisions) of the Hawaii County Code, by
increasing the application fee for a subdivision and consolidation of land from $15.00 plus $3.00
per lot, to $250.00 plus $25.00 per lot. The purpose of increasing the filing fee is to cover the
cost of processing the applications and other related expenses such as the drafting of the
subdivided lots on the Tax Map Plat sheets. The City and County of Honolulu used to prepare
maps for all of the counties, but relented this service to each county as of July 1, 1998.
During the discussion on this measure, Committee Member Dominic Yagong questioned the
large increase in the fee and, Your Committee, was informed by the Planning Department staff
that this fee is comparable to that of the zoning applications. Mr. Yagong also asked the
Planning staff if this proposed amount was comparable to that of other counties, but the
information was not available at the moment, so Your Committee will provide this information
at the next meeting. Mr. Yagong then stated that he will vote yes on this measure for now, but
will research the fee increase further.
Committee Member Julie Jacobson stated that she is in support of this amendment, because of all
the work that is involved in processing an application.
For informational purposes only, on the final vote, Committee Member Curtis Tyler voted
"Kanalua" twice.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration to this amendment of the Subdivision Code.

Your Committee on Planning is in accord with the intent and purpose of Bill No 99, and
recommends it pass first reading.
