Re: Operating Budget
The County of Hawaii has been awarded $500 to be used by the County's Strategic
Prevention Framework-State Incentive Grant (SPF-SIG) program for use in FY2011-12.
These monies, derived from federal funds, were awarded from the Substance Abuse and
Mental Health Services Administration (SAMHSA), a federal member for the Interagency
Coordinating Committee on the Prevention of Underage Drinking.
These funds will be used to conduct one or more Town Hall meeting(s) on Underage Drinking
Prevention during the month of March and/or April 2012. Enclosed is a Bill to appropriate
these funds into the SPF-SIG account.
Due to the grant timeline, the Office of Management is requesting that this Bill be waived from
the Finance Committee and be placed on the Wednesday March 21, 2012 Council agenda.

RE: Bill No. 207 : A Bill For An Ordinance Amending Ordinance No. 11-
59, As Amended, The Operating Budget for the County of Hawai`i for the Fiscal

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

cost such as facilities rental, printing, promotional or other expenditures as deemed appropriate by the

Enclosed,you will find a stipend check in the amount of$500 for use toward preparing for and
conducting a Town Hall Meeting on underage drinking prevention. These funds are being made available
through the Substance Abuse and Mental Health Services Administration (SAMHSA), a Federal member
of the Interagency Coordinating Committee on the Prevention of Underage Drinking. Funds are
administered through ICF International, a SAMHSA contractor.
The stipend is provided to help defray the costs of planning and holding an event. You may use the
stipend to cover costs such as facilities rental, printing, promotion, or other expenditures as deemed
appropriate by your organization. Please visit the planning section of our Town Hall Meeting Web site
under the resources tab,and review the Partner and Sponsorship Ideas,for ways to engage the support
of other organizations in your community.
As a reminder, SAMHSA's key expectations for organizations hosting a 2012 event are as follows:
• Conduct one or more Town Hall Meeting(s)on underage drinking prevention, preferably in
March or April (April is Alcohol Awareness Month).
• Enter your event details in our online registration database, which will automatically include
your event in our interactive Town Hall Meeting Locator Map.
• Involve as many different community sectors as possible in your event. We particularly
encourage youth involvement in planning and conducting a Town Hall Meeting.
• Document your Town Hall Meeting and planned followup activities by completing the
Organizer Survey that SAMHSA will provide shortly after your event is held.
Your profile and event information can be updated as often as necessary by logging into the Town Hall
Meeting Web site. If you have forgotten your password, you can click on the Forgot Password? link and
enter your email address.
