Your Committee on Public Works and Parks and Recreation, to which was referred Bill 185,
reports as follows:
Bill 185, amends Chapter 24, Article 10, Division 5, Section 24-280, Schedule 28 (No
parking at anytime), subsection(f), Kona, by deleting paragraph 25 and renumbered as
required: "[(25) Access road to the Kailua Bay Wharf at the northern terminus of Ali`i
Drive, also known as Ka`ahumanu Place.]". This amendment is necessary to convert this
part of Ka`ahumanu Place to a non stopping, standing, or parking zone.
Mr. Aaron Takaba, Civil Engineer IV, Public Works—Traffic Division, explained that
the area is currently a"No Parking" zone and that this amendment will also prohibit
"Stopping and Standing" as well. He stated that the Department was proposing this
amendment as the result of discussions with Major Souther from the Police Department
who identified the area as problematic with individuals stopping for extended periods and
hampering the flow of traffic on Ali'i Drive.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 185, and recommends its passage on first reading.
