Attached is Bill No. 183, Draft 2, which incorporates the amendments contained in
Communication No. 572.1, as duly approved by the Council on March 9, 2012.
Subsequent to amendment of Bill No. 183, the Council suspended its rules (Council Rule no.
24(1)(e)) and passed Bill No. 183, Draft 2, on second and final reading.
