Subject: TESTIMONY ON RESOLUTION 232-12 URGING THE MAYOR TO DEVELOP
AND IMPLEMENT A FULLY FUNDED DIVERSION GRANTS PILOT PROGRAM
FOR THE COUNTY OF HAWAI'I
Dear Chair Smart and Committee members,
In response to proposed Resolution 232-12, the Department of Environmental Management(DEM)
actively supports recycling and diversion programs throughout the County of Hawai'i with its ongoing
Diversion Incentive Program. Continued funding for the Diversion Incentive Program is included in the
Mayor's proposed FY2012-13 budget that was recently submitted to the Council.
DEM also welcomes new ideas for cost-effective and efficient recycling and diversion programs for the
County of Hawaii, and appreciates the Council's interest in this matter. At first glance, Resolution 232-
12 appears to lack a funding mechanism for diversion payouts and program administration.
DEM will continue to evaluate all potentially viable recycling and diversion programs that could benefit
residents of the County of Hawaii.
Thank you for allowing us the opportunity to provide testimony on this very important subject.
