Re: Operating Budget
The State of Hawaii Department Health, Alcohol and Drug Abuse Division is providing
federally derived funds of$5,000 for use by the Department of Liquor Control's Drug,
Alcohol, and Tobacco (D.A.T.) Awareness program. The goal of this program is to allow
student-athletes from Kea'au High School to create and produce a video titled "If I Neva
Do D.A.T.". This video will be composed of a series of vignettes highlighting the
consequences of using alcohol, tobacco and drugs.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of Health for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $5,000 grant award.
The Department of Liquor Control is requesting that this Resolution be waived from the
Finance Committee and be placed on the April 4, 2012 Council Agenda in order to
encumber the funds prior to the deadline of April 25, 2012. If there are any questions,

A. REQUEST:
Request approval to accept a $5,000.00 mini-grant from the Hawai'i Partnership to Prevent Underage
Drinking (HPPUD) Statewide Coalition. The Partnership is funded through a grant with the
Dept. of Health -Alcohol and Drug Abuse Division of the State of Hawai'i. This is a one-time,
non-reimburseable award.
We request a waiver from the Finance Committee so that this may be heard at the April 4, 2012 Council
meeting. Approval for funds is needed so that we may encumber the funds prior to the April 25, 2012
deadline.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
To assist in the sustainability of the D.A.T. (Drug, Alcohol, and Tobacco)Awareness Program a video called
"If I Neva Do D.A.T."will be created by student-athletes from Keaau High School. It will be composed of a
series of vignettes highlighting the consequences of using alcohol, tobacco and drugs. When completed, the
Big Island Interscholastic Federation (BIIF)will share the video with all participating schools and their feeder
schools. The funds will be used to contract with "daBraddahs"who will provide direction to the student-
athletes in creating and producing the video.

Re: Resolution No. 238-12 : Resolution Authorizing The Office Of The Mayor To Enter
Into An Agreement With The State of Hawai`i Department Of Health,Alcohol And Drug
Abuse Division,Pursuant to HRS 46-7,For A Grant For The County Of Hawai`i Liquor
Control Drug,Alcohol And Tobacco Awareness Program.
Bill No. 221 :An Ordinance To Amend Ordinance No. 11-59 As Amended, The
Operating Budget For The County Of Hawaii For The Fiscal Year Ending June 30,2012.
Pursuant to Section 2(g)of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from the
Committee on Finance to the full Council for immediate action. In reviewing this matter,timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the
next Council agenda for review. However, in the event this request is denied, for whatever reason,I
understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
