No. 616/Bill 206 PLACE: Council Chambers Kailua-Kona, Hawaii 96740 TIME: 11:14 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 206, reports as follows: Bill 206, transmitted by Finance Director Nancy Crawford via Communication No. 616, dated March 1, 2012, amends Ordinance No. 11-59, as amended, the Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2012. The amendment is as follows: From: 010.3308.73 Federal Grants — Distracted Driving General $13,000 Project To: 010.201.5216.41 Distracted Driving Project General $13,000 The bill amends the Operating Budget by appropriating the additional funds into the Distracted Driving Project account. Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. The State of Hawaii Department of Transportation Public Affairs — Safe Community Program is providing an additional funding of $13,000 to the Hawaii County Police Department's Distracted Driving Project. These funds to be used to conduct an additional 140 hours of Distracted Driving enforcement increase the total appropriation for this fiscal year from $25,278.40 to $38,278.40. Sergeant Robert Pauole, Hawaii Police Department Traffic Services appeared before Your Committee, and available should the committee council members have any questions. Mr. Pauole briefly commented on the distracted driving project and their continued efforts to enforce Chapter 24, Article 7 of the Hawaii County Code. Ms. Ford informed Mr. Pauole that a Police Department representative does not need to appear on this matter at the April 4, 2012 Council meeting. There was no further discussion on this measure.
