Your Committee on Finance, to which was referred Resolution 230-12, reports as follows:
Resolution 230-12, transmitted by Mayor William P. Kenoi via Communication No. 617, dated
February 21, 2012, supporting the acquisition of surplus federal lands at Upolu Point, North
Kohala, Hawaii. This is brought forward for Council's consideration and adoption a Resolution
consenting to application for and securing transfer of the subject surplus federal lands by the
County of Hawaii under the Federal Lands to Parks program of the National Park Service.
These lands will provide continuous public vehicular access from Akoni Pule Highway to the
public vehicular access easements recently acquired over Kamehameha SchoolBishop Estates
land and the Mo`okini Heiau and Kamehameha I Birthsite. These lands include approximately
7+ acres of additional vacant land suitable for the future development of public parking and
restroom facilities for visitors to the above referenced historic sites and coastal public access trail
users in the area.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the Federal or State governments respecting action
to be taken pursuant to any powers granted by law to furnish, expend, and receive any funds or
other assistance connection with projects being or to be undertaken pursuant to those powers.
Long range planner, Larry Brown from the Planning Department appeared before Your
Committee. Mr. Brown briefly commented on the County's interest acquiring of Upolu Point
(Coast Guard Road). Furthermore, Mr. Brown commented on projected costs to include required
improvements such as; 1) maintenance of roads, 2) provide minimal parking over a course of
five (5) years, 3) restroom facilities. There is no purchase involved as this is federal surplus
lands, and no decision has been made to which County department will manage it.
Your Committee would like to commend Senator Daniel Inouye and Mayor William Kenoi on
their work moving this acquisition through.

Your Committee on Finance is in accord with the purpose and intent of Resolution 230-12, and
recommends its adoption.
