Re: Operating Budget
The State of Hawaii Department of Health, Alcohol and Drug Abuse Division is providing
$12,000 to the Hawaii Police Department to be used to conduct enforcement operations
to prohibit sales of alcohol to minors, and to cite the retail store personnel making such
illegal sales to minors. The enforcement of operations shall consist of two enforcement
teams, with each team consisting of one minor field researcher, one adult field researcher
and two Hawaii Police Department personnel.
Enclosed is a Resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of Health for this grant. Also enclosed is a bill for an ordinance
amending the Operating Budget by appropriating this $12,000 grant.

A. REQUEST:
To appropriate $12,000.00 for the enforcement of the state law prohibiting alcohol sales to minors.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii, Department of Health, Alcohol and Drug Abuse Division is providing a grant to be used
to conduct enforcement operations and to cite the retail store personnel making illegal sales to minors. The
