5. COUNCIL BENEFIT DISTRICT(S): 7 & 8 6. TMK: 7 -6 -015: 023
7. LOCATION (JUDICIAL DISTRICT): 7 8. TOTAL COUNTY FUNDS NEEDED THIS FY: $750,000
9. CAPITAL PROJECT ELIGIBIILTY (List Criteria): Quality of life improvement by adding additional shoreline parks.
10. PROJECT /PROGRAM DESCRIPTION: Acquire from private owner a small portion of parcel that includes Banyan's Beach, add water meter for drinking and ourside shower, repair small rock
wall to protect trees and build large rock wall next to northern neighbor's property, possibly add public comfort station. Will require state permits to add rock walls and possibly comfort station. May
require additional picnic tables and re- vegetation as appropriate. State owns paved acccess to shoreline along the south side of the property that is approproximately 10 feet wide.
11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): Popular beach area for surfing, needs acquistion and public amenities, improves public access to shoreline, controls
unauthorized access to neighbor's property, improve public parking. Increases public outdoor recreation for a popular surf venue. Allows county to preserve shoreline and beach access.
12. LONG RANGE PLANS /COMMUNITY VALUES: Increased access to shoreline for public, protect neighbor's property, will add county -owned water meter for drinking water fountain & public
outdoor shower, possibly adds comfort station to replace lua provided by & paid for by community.

15. IMPACT ON OPERATIONAL BUDGET: Operations budget will increase for water meter installation, water usage, rental for lua, and possible comfort station in the future, and associated
maintenance for park.
16. SUSTAINABILITY FOCUS (List all that apply): Permanent access to beach for public without crossing private property, preserves shoreline access and beach preservation. Once parking
issues on Ali'i Drive are resolved, this project will open the vista along a secnic corridor. Application for scenic corridor status is pending.
17. PROJECT READINESS (List all that apply): Ready for acquistion immediately. Will require state permits for rock walls and comfort station.
