Your Committee on Planning, to which was referred Bill No. 124, transmitted jointly with
Bill No. 125, by Mayor Stephen K. Yamashiro per Communication No. 429, dated
August 26, 1999, regarding the amendment to the State Land Use Boundaries Map request by
Ruth W. Ward, at Waiakahiula, Puna, Hawaii, TMK: 1-5-6:23, reports as follows:
Bill No.124 amends the State Land Use Boundaries Map, H-72 for the County of Hawaii, by
changing the district classification for approximately 23,196 squaze feet of land from an
Agricultural to an Urban district.
The somewhat quadrangulaz shaped, level subject parcel, owned in fee by the applicant and
Elbio R. Calace, who has granted permission to the applicant to apply for the permits, is located
on the east side of Pahoa town directly across Pahoa High School.
The General Plan LUPAG Map designation is Medium Density Urban, which includes village
and neighborhood commercial and residential and related functions. The requested Urban
District and CV-10 zoning would be consistent with this designation. The current County
Zoning is Agricultural-1 acre.
The property is located on Pahoa Road, a County road with a pavement width of approximately
25 feet, and right-of--way width of approximately 35 feet, across from Pahoa High and
Elementary School.
Committee Member Curtis Tyler stated that the "change from Agriculture to Urban is entirely
consistent with what is going on in this area." He also stated that because of the property's
"proximity to the bypass intersection and the school and other commercial establishments," it
appears "that this is not something that is gonna be put back into agriculture".
Committee Member Julie Jacobson stated that this zoning will alleviate the need for commercial
space in Pahoa town a little since there is a lack of it there.

Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for amending the State Land Use Boundaries Map.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 124, and
recommends it pass first reading.
