Hawai ' i County Housing Agency Alr '644X( Ir • SUBJECT: Transmittal of an Appropriation Ordinance the 2012 Community Development Block Grant (CDBG) Program recommended for approval by the HCHA on April 3, 2012 . The Office of Housing and Community Development (OHCD) submitted an Appropriation Ordinance for the 2012 Community Development Block Grant (CDBG) Program for approval to the Hawai ' i County Housing Agency and received approval on April 3, 2012 . The votes for the Appropriation Ordinance are as follows : AYES: D. Ikeda, B. Ford, P. Hoffmann, B. Smart, D. Yagong, A. Pilago, D. Onishi- 7 NOES : None ABSENT AND EXCUSED: F. Blas, J. Approval of an Appropriation Ordinance for the 2012 Community Development Block Grant (CDBG) Program The Office of Housing and Community Development (OHCD) anticipates U. S. Department of Housing and Urban Development (HUD) approval of the County' s 2012 Action Plan by July 1, 2012 . In anticipation of HUD' s approval and in order to administer and implement the 2012 CDBG projects, the OHCD will need an appropriation ordinance to expend the 2012 CDBG funds . The County of Hawaii anticipates that the County' s total 2012 CDBG allocation will be $2, 520, 236. 00 . In addition the County anticipates receiving $75, 00 . 00 of program income from the Residential Emergency Repair Program (RERP) for a total of $2, 595, 236. 00 of CDBG monies . The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or program income received or if there are any cancelled project (s) or reprogramming of CDBG funds . The OHCD is requesting approval of the attached appropriation ordinance by the Hawaii County Housing Agency, and its recommendation for adoption by the Hawaii County Council . The OHCD emphasizes that no County General Funds are involved in these transactions . The ordinance merely sets up the proper accounts to receive and expend the CDBG and program income funds . 2012 CDBG Projects Amount Residential Emergency Repair Program $ 242, 500 . 00 Habitat for Humanity Affordable Workforce Housing - Waikoloa Land Acquisition $ 225, 000 . 00 Pahoa Fire Station - Fire Truck Acquisition $ 250, 000 . 00 Removal of Architectural Barriers $ 737, 736 . 00 (Americans with Disabilities Act Compliance - Various County Facilities) The County will fund as many projects as funds available. Allocation of funds to specific projects will be made upon completion of the design plans and availability of funds. The possible projects are Schedule 2 & 3 projects from the County' s Self-Evaluation and Transition Plan for Accessibility to Public Facilities. Possible projects include: Paauilo Park, Kulaimano Park, NAS Swimming Pool, Hilo Municipal Golf Course, Panaewa Zoo, Clem Akina Park, Honokaa Tennis Courts, Kona Imin Center, Hilo Drag Strip, Panaewa Skeet Range and Honokaa Rodeo Arena. Should there be a surplus of funds remaining, the County will fund those new projects as listed on Schedule 2 . Arc of Hilo Job Creation & Training Center - Construction $ 500, 000 . 00 Coordinated Services Hamakua Elderly - Raised Roof Van Acquisition $ 70, 000 . 00 Construction Management $ 100, 000 . 00 Administration, Planning & Fair Housing $ 470, 000 . 00 TOTAL $2 ,595,236. 00 ACTION: That the Hawaii County Housing Agency approves the form of the attached appropriation ordinance and recommends its adoption by the Hawaii County Council .
