Approval of an Appropriation Ordinance for the 2012 HOME Investment Partnerships (HOME) Program. The Office of Housing and Community Development (OHCD) anticipates the State' s Hawaii Housing Finance and Development Corporation (HHFDC) approval of the County' s 2012 Action Plan by July 1, 2012 . In anticipation of HHFDC' s approval and in order to administer the HOME projects, the OHCD will need an appropriation ordinance to expend the 2012 HOME funds . This year the State will implement a new method in allocating the HOME program funds . The HOME program funds will be allocated on a three year rotation basis beginning with Hawai 'i County followed by Kauai County and Maui County. The designated County will receive the entire allocation of HOME funding, less 2 . 5% of the allowable administrative funding which will be retained by the State' s Hawaii Housing Finance and Development Corporation (HHFDC) to cover program administrative expenses (approximately $75, 000) . The County of Hawaii anticipates it will receive approximately $2, 925, 000. 00 for the 2012 HOME Program. In addition, the County anticipates receiving $25, 000. 00 of program income for a total of $2, 950, 000. 00 of HOME funds . The HOME project amount for all projects may change to accommodate the actual allocation of HOME project funds, program income received or if there are any cancelled or reprogramming of HOME funds . The Administration amount will change to the actual allocation of Administration funds received from the HHFDC, including 10% of actual program income received by the County. The OHCD is requesting approval of the attached appropriation ordinance by the Hawaii County Housing Agency, and its recommendation for adoption by the Hawai'i County Council. The OHCD emphasizes that no County General Funds are involved in these transactions. The ordinance merely sets up the proper accounts to receive and expend the HOME program funds. 2012 HOME Projects Amount Tenant Based Rental Assistance - County of Hawai ' i $1, 022, 500 . 00 Hawaiian Paradise Park Mutual Self-Help Project, Phase 2-5 - Hawai ' i Island Community Development Corporation $ 450, 000 . 00 Na Kahua Hale 0 Ulu Wini, Phase III - $ 914, 000 . 00 County of Hawai 'i Habitat for Humanity Affordable Workforce Housing - Construction $ 336, 000 . 00 OHCD Administration 227, 500 . 00 Total $2,950,000.00 ACTION: That the Hawai ' i County Housing Agency approves the attached appropriation ordinance and recommends its adoption by the Hawai ' i County Council .
