COUNTY OF HAWAII STATE OF HAWAI'I <br /> RESOLUTION NO. 244 12 <br /> RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE <br /> AND SUBMIT THE 2012 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE <br /> UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2012 <br /> COMMUNITY DEVELOPMENT BLOCK GRANT AND TO THE STATE' S HAWAII HOUSING <br /> FINANCE AND DEVELOPMENT CORPORATION FOR THE HOME INVESTMENT <br /> PARTNERSHIPS PROGRAMS. <br /> WHEREAS, the County of Hawaii is a direct recipient of federal <br /> Community Development Block Grant (CDBG) Small Cities Program funds <br /> from the United States Department of Housing and Urban Development <br /> (HUD) ; and <br /> WHEREAS, the County of Hawaii anticipates a 2012 CDBG allocation <br /> of $2, 520, 236. In addition the County anticipates receiving $75, 000 <br /> of additional program income from the Residential Emergency Repair <br /> Program for a total of $2, 595, 236 of CDBG monies; and <br /> WHEREAS, this year the State will implement a new method in <br /> allocating the HOME program funds. The HOME program funds will be <br /> allocated on a three year rotation basis beginning with Hawaii County <br /> followed by Kauai County and Maui County. The designated County will <br /> receive the entire allocation of HOME funding, less 2 . 5% of the <br /> allowable administrative funding which will be retained by the State' s <br /> Hawaii Housing Finance and Development Corporation (HHFDC) to cover <br /> program administrative expenses . <br /> WHEREAS, the County is a State recipient of the HOME Investment <br /> Partnerships (HOME) Program, and has included for information purposes <br /> its proposed 2012 HOME program projects which includes $2, 925, 000 of <br /> 2012 HOME program funds. In addition, the County anticipates <br /> receiving $25, 000 of program income for a total of $2, 950, 000 of HOME <br /> funds; and <br /> WHEREAS, it is required by HUD that before the County of Hawai i <br /> receives its 2012 CDBG allocation, the County shall submit its yearly <br /> Action Plan as required by the Consolidated Plan; and <br /> WHEREAS, the Action Plan is a yearly plan that includes the <br /> actual projects and activities that will be carried out with the <br /> County' s 2012 CDBG and HOME funds; and <br /> WHEREAS, the CDBG and HOME projects and activities must meet the <br /> priorities and objectives as described in the Consolidated Plan; and <br />
