HomeMy WebLinkAboutRES 244 Draft 01 2010-2012 COUNTY OF HAWAII STATE OF HAWAI'I RESOLUTION NO. 244 12 RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE AND SUBMIT THE 2012 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2012 COMMUNITY DEVELOPMENT BLOCK GRANT AND TO THE STATE' S HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAMS. WHEREAS, the County of Hawaii is a direct recipient of federal Community Development Block Grant (CDBG) Small Cities Program funds from the United States Department of Housing and Urban Development (HUD) ; and WHEREAS, the County of Hawaii anticipates a 2012 CDBG allocation of $2, 520, 236. In addition the County anticipates receiving $75, 000 of additional program income from the Residential Emergency Repair Program for a total of $2, 595, 236 of CDBG monies; and WHEREAS, this year the State will implement a new method in allocating the HOME program funds. The HOME program funds will be allocated on a three year rotation basis beginning with Hawaii County followed by Kauai County and Maui County. The designated County will receive the entire allocation of HOME funding, less 2 . 5% of the allowable administrative funding which will be retained by the State' s Hawaii Housing Finance and Development Corporation (HHFDC) to cover program administrative expenses . WHEREAS, the County is a State recipient of the HOME Investment Partnerships (HOME) Program, and has included for information purposes its proposed 2012 HOME program projects which includes $2, 925, 000 of 2012 HOME program funds. In addition, the County anticipates receiving $25, 000 of program income for a total of $2, 950, 000 of HOME funds; and WHEREAS, it is required by HUD that before the County of Hawai i receives its 2012 CDBG allocation, the County shall submit its yearly Action Plan as required by the Consolidated Plan; and WHEREAS, the Action Plan is a yearly plan that includes the actual projects and activities that will be carried out with the County' s 2012 CDBG and HOME funds; and WHEREAS, the CDBG and HOME projects and activities must meet the priorities and objectives as described in the Consolidated Plan; and WHEREAS, it is required by HUD that the County of Hawai'i submit certifications assuring conformance to related rules, regulations and laws of the CDBG and HOME Programs; and WHEREAS, a timely submission of the Action Plan for CDBG and HOME funds, in accordance with appropriate federal regulations, is necessary. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I, that the attached Action Plan is hereby adopted and the Mayor of the County of Hawai'i or, in his absence, the Acting Mayor or authorized representative, is hereby authorized to execute and submit the 2012 Action Plan and all other related documents and agreements necessary to process the CDBG and HOME Programs to the United States Department of Housing and Urban Development and the State's Hawai'i Housing Finance and Development Corporation. BE IT FURTHER RESOLVED, that the County shall utilize the CDBG and HOME funds in accordance with program rules and regulations and comply with the program certifications attached to the Action Plan. BE IT FURTHER RESOLVED, that the Mayor or, in his absence, the Acting Mayor or authorized representative, is designated to act as the representative of the County. BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the Office of Housing and Community Development. Dated at 2012.
