Your Committee on Finance, to which was referred Resolution 234-12, reports as follows:
Resolution 234-12, transmitted by Mayor William P. Kenoi via Communication No. 642, dated
March 7, 2012, accepting the Grant of Easement from Kaupakuea Farms, LLC for Public Access
Purposes. This easement will provide pedestrian and vehicular public access to the Hilo Forest
Reserve from Kaupakuea Homestead Road, a County of Hawaii road.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations of money, securities or other personal property or of real
estate or any interest in real estate.
Some of Your Committee members commented on their support for this resolution providing
pedestrian and vehicular public access that connects to the Hilo Forest Reserve. Furthermore,
Mr. Yagong is supportive of this and will follow up on a testifier's suggestion of having proper
signage available for this public access.
Your Committee on Finance is in accord with the purpose and intent of Resolution 234-12, and
recommends its adoption.
