Your Committee on Finance, to which was referred Resolution 236-12, reports as follows:
Resolution 236-12, transmitted by County Clerk Jamae Kawauchi via Communication No. 644,
dated March 14, 2012, directs the Clerk of the County of Hawai`i to take necessary action to
place the Charter Amendment Proposed by Ordinance No. 12-21 on the 2012 General Election
Ballot.
Ordinance No. 12-21, proposes and amendment to the Hawaii County Charter to amend
provisions relating to establishing and abolishing special funds of the County.
Pursuant to Section 15-2, Hawai`i County Charter, provides in part: "Upon adoption of an
ordinance proposing amendments or revisions of this charter, or upon determination that a
petition for proposed amendments or revisions of this charter contains the required number of
signatures, the council shall by resolution provide that the proposed amendments or revisions be
submitted to the electors of the county for approval at the next general election."
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution 236-12, and
recommends its adoption.
