Your Committee on Planning to which was referred Bill No. 266 regarding the change of zone
request by Sonomura Rentals, Inc. at Waiakea, South Hilo, Hawaii, TMK: 2-2-48:10, reports as
follows:
Bill No. 266 amends Section 25-114 (City of Hilo Zone Map), Article 3, Chapter 25 (Zoning
Code) of the Hawaii County Code by changing the district classification for approximately
14.729 acres of land from an Agricultural 10 acre (A-10) to an Agricultural 3 acre (A-3 a) zoned
district.
The subject property is located in the Panaewa Farm Lots Subdivision along the west side of
Awa Street, adjacent to the Waiakea Uka Flood Control and approximately 175 feet south of the
Awa Street and Mahiai Street intersection where the applicant intends to subdivide the subject
property into four 3-4 + acre lots continuing small-scale farming of macadamia nuts and other
agricultural productivity.
The subject property, presently consisting of an existing dwelling and macadamia nut trees, is
classified as "E" or very poor for agricultural productivity by the Land Study Bureau's Detail
Land Classification System and the State's Agricultural Land of Importance to the State of
Hawaii (ALISH) system classified the soils within the subject property as "Other Important
Agricultural Lands".
Primary access to the subject property from the Volcano Highway is provided by Makalika Street
and Awa Street. Awa Street is a county -maintained road with a 20 -foot wide pavement within a
50 -foot right-of-way and Makalika Street has a pavement width of 18 feet within a 50 -foot right-
of-way.
The subject property is situated within the 1,000 -foot radius of the Panaewa Drinking Water
Well, Therefore, any future wastewater generated by the proposed development will be in
compliance with the Department of Health, Department of Water Supply and Department of
Public Works.
The Planning Commission concurs with the Planning Director in submitting a favorable
recommendation based upon the following reasons:

(1) The requested zone change conforms to the General Plan Land Use Pattern
Allocation Guide (LUPAG) map which designates the area for Low Density
Urban development.
(2) The zone change conforms to the goals, policies and standards of the General
Plan.
(3) All essential utilities and services are or will be made available to support the
proposed development.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 266 and
recommends that it pass first reading.
