Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an additional $1,521,232 into the Office of Housing and Community Development's Workforce Investment Act (WIA) program. This appropriation reflects funding allocations received by the Department of Labor and Industrial Relations for the Program Year (PY) 2012. No County General Funds are involved. The Bill sets up the proper accounts to receive and expend the WIA funds. The Office of Housing and Community Development indicates that these funds will be utilized to assist adults, dislocated workers, and youth by providing services that will train individuals to increase employment, retention, earnings, skills and literacy; thereby improving the quality of the workforce, reducing welfare dependency and enhancing the productivity and competiveness of the local economy. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): This appropriation reflects funding allocations received by the Department of Labor and Industrial Relations for the PY12 WIA program. OIP , -',/ AO .„-------______ Z177 2_, SIGNED: DATE: Department Head Approval of an Appropriation Ordinance for the 2012 Workforce Investment Act (WIA) Program The State Department of Labor and Industrial Relations (DLIR) notified the Office of Housing and Community Development (OHCD) on March 27, 2012, that the County would receive an amount of $1, 521, 232 .00 for its Program Year (PY) 2012 WIA Title I funding allocation. The funding allocations for the WIA Programs are: Administrative Pool Funds: $ 152, 121 . 00 Adult Program Activity Funds: 495, 316.00 Dislocated Worker Prgm. Activity Funds : 405, 276.00 Youth Program Activity Funds: 468, 519.00 Total Funds: $ 1,521,232.00 The WIA Title I Program requires that the Hawa i i County Workforce Investment Board (HCWIB) approve the County' s WIA 2012-13 Annual Plan. The OHCD anticipates HCWIB and DLIR approval of the WIA 2012-13 Annual Plan before June 30, 2012 . In anticipation of the DLIR' s approval and in order to administer the WIA programs beginning July 1, 2012, the OHCD will need an appropriation ordinance to expend the PY 2012-13 funds. No County General Funds are involved. The ordinance sets up the proper accounts to receive and expend the WIA funds. 2061nhp
