Yamashiro dated October 4, 1999, reports as follows: Communication No. 474 recommends the appointment of the following individual to the Hawaii County Redevelopment Agency (HRA) for a term ending on October 31, 2004: Mr. Terrance I. Nago, of no political affiliation, to replace Mr. Harris T. Hirata of Hilo whose term will expire on October 31, 1999. Mr. Nago, alife-time resident of Hawaii, has been employed as an engineer with Okahara and Associates, Inc., since 1984. He is a member of the Hawaii Society of Professional Engineers and the New Hope Christian Fellowship. Pursuant to Chapter 53 of the Hawaii Revised Statutes, the members of the HRA shall be appointed by the mayor with the approval of the council. Mr. Nago was present at today's meeting; however, no questions were posed to him. In response to Committee Member Julie Jacobson's request to briefly explain the responsibilities of the HRA, Rudy Legaspi explained that it is "basically a new agency that is supposed to control the development of the Downtown area after the" 1960 tidal wave, and it is "supposed to sunset" around October or November in the year 2001. Committee Member Curtis Tyler asked if the Agency's decision making had precedence over the County Council, and Mr. Legaspi responded that he believes they are regulated by State law, and the Agency was established by the Charter, so they have similar powers like the Boards and PG60 PC-60 Page 2 October 26, 1999 Commissions. Your Chair then clarified the response by stating that "under state law, rather than coming through the Planning Commission and the Planning Committee, any redevelopment in the tsunami inundation area covered by HRA has to go through that agency." Your Committee on Planning recommends the approval of the appointment of Mr. Terrance I. Nago to the Hawaii County Hawaii Redevelopment Agency.
