Dear Mr. Yamada:
I have been very much concerned on the matter of the
people who are permitted to serve as Commissioner of the
Planning Commission of the County of Hawaii.
It has been ruled by the Ethics Commission that Licensed
Real Estate Brokers cannot serve as a Commission Member
because of its contention that there will be a "Conflict of
Interest" in determining policies and in acting on subject
relating to Real Estate.
I strongly feel otherwise. To have a Commission that
can serve for the best interest of the people, we need a
Commission composed of representation from people who are in
all fields of endeavor. More so we need some representation
from people who are within the specific profession of Real
Estate and who are familiar with the problems and can contri-
bute toward solving the problem involving Real Estate more
intelligently.
It seems in many occasions when decision making is involved,
a more desirable approach or greater input can be made by someone
who is on the "front line" in Real Estate. Someone who has
exposure to Real Estate development and problems, can visualize
and provide more sound input to the solving of a problem.
With information provided by knowledgeable people, a more
desirable and effective recommendation can be provided to the
body of Commissioners in decision making.
The fear that a "Commissioner who is involved in Real
Estate may work for his personal interest" is unfounded. In
such an event I am confident that the remaining Commissioners
would "straighten out" such a member.

If you are aware of the composition of Commissions and
Boards of State of Hawaii, you will find that the Contractor's
Board consists of Contractors, the Real Estate Commission
consists of Licensed Real Estate Brokers, Dentistry Board
consists of Dentists. You can name many other Boards and you'll
find the people within the specific profession serving as member
of the Board or Commission.
Therefore, may I as a citizen of this County and a Realtor,
request that the Ethic Commission permit a Licensed Real Estate
Broker to serve on the Planning Commission of the County of
Hawaii.
May I request the County Council of this County act to
move in my requested direction?
