Pursuant to your request, please find attached a copy of the
Planning Commission's agenda for its September 19, and October
3 and 4 meetings. These meetings shall be devoted to proposed
amendments to the State Land Use District Boundaries.
The State Land Use Commission will hold public hearings on the
same items this month. At its September 26 meeting in Hilo, the
Land Use Commission intends to conduct hearings on matters found
on the County Planning Commission's September 19 agenda in the
HELCO Auditorium. The following day and evening, the Land Use
Commission will conduct hearings on the remaining items in the
Yano Memorial Hall in Kealakekua.
The number of items is voluminous. Should you desire information
on any particular petition, however, please contact us and we will
be more than happy to accommodate you.

12. Petition by the State Land Use Commission to reclassify 15,600
acres of land from an Agricultural to a Conservation District.
The property is situated in the Kapapala Forest Reserve, Kapapala,
Ka'u, TMK: 9-8-01:4 (Por.).
13. Petition by the State Land Use Commission to reclassify 17 acres
of State Lava Tree Park land from an Agricultural to a Conservation
District. The property is situated approximately 800'feet Pahoa
side of the Kapoho Road-Pohoiki Road junction, in Nanawale, Puna,
TMK: 1-4-1:12.
14. Petition by Helen Dahlberg to reclassify 1.4 acres of land from
a Conservation to an Urban District. The property is situated
mauka of the Punaluu Beach Parkin Punaluu, Ka'u, TMK: 9-6-1:9 & 10.
15. Petition by the State Land Use Commission to reclassify 94 acres
of land from an Urban to an Agricultural District. The property
is situated makai of the Naalehu Shopping Center complex in Naalehu,
Ka'u, TMK: 9-5-7:16 (Por.), 9-5-10:1 (Por.) & 9-5-22:1 (Por.).
16. Petition by the State Land Use Commission to reclassify 175 acres
of land from an Urban to an Agricultural District. The areas in-
volved encompass Pahala Village along the Belt Highway and also
mauka of Ka'u High & Elementary School, in Pahala, Ka'u, TMK:
9-6-2:1 (Por.) , 9-6-5:1 (por. ) & 3 (Por.) 9 (por.) , 9-6-12:2 (Por.)
& 10 (Por.), and 9-6-13:3 (Por.).
17. Petition by the State Land Use Commission to reclassify 150 acres
from an Urban to Agricultural and Conservation Districts. The
property is situated in the Kapoho Beach Lots and Vacationland
area, Kapoho, Puna, TMK: 1-4-02:Portions of 3, 22, 50,
51, 62, & 64.
18. Petition by the State Land Use Commission to reclassify 40 acres
of land from an Agricultural to an Urban District. The property
involves the former Hilo Country Club Estates Subdivision, Unit I,
in Kukuau 2nd, Kaumana, South Hilo, TMK: 2-5-49 (all except parcels
1 & 2), 50,& 51.

19. Petition by Puna Ventures to reclassify 40 acres of land from
a Conservation to an Agricultural District. The property is
situated along the south side of the Pohoiki Road, approximately
750 feet from the Kapoho Road=Pohoiki Road junction'in Kapoho,

20. Petition by Richard Toledo to reclassify 23 acres of land from
an Agricultural to an Urban District. The property is situated
approximately seventeen (17) miles from Hilo on the mauka side
of the Belt Highway across Nishimoto Store, in Ninole, North

The property is situated along both sides of the Belt Highway,

25. Petition,by the State Land Use Commission to reclassify 110 acres
of land from an Urban to an Agricultural District. The property
is situated south of Nene Street and also along Kalanianaole

26. Petition by the State Land Use Commission to reclassify 325 acres
of land from an Agricultural to an Urban District. The property
is situated below Kupulau Street, between Ainaola Drive and midway
between Kawailani Street and the proposed Puainako Street exten-
sion, in the Waiakea Homesteads area, Waiakea, South Hilo,
TMK: 2-4-3:4, 5, 16, 21, 22, 35, 36, 41, 44 & 52, 2-4-38 (all
except 3 & 4) and 2-4-39:1 (Por.), 2, 3, & 12.
27. Petition by Kobayashi Development & Construction Company to re-
classify 157 acres of land from an Agricultural to an Urban
District. The property is situated below Akolea Road and between
the Ainako and Akolea Plantation Subdivisions in Punahoa, South

property, which involves the Lapakahi Historical area, is situated
approximately 1-1/2 miles Kawaihae side of the Mahukona Harbor
in Lapakahi, North Kohala, TMK: 5-7-1:Portions of 10 & 22.
2. Petition by the State Land Use Commission to reclassify 737 acres
of land from an Agricultural to a Conservation District. The
property i.s a part of the Kohala Forest Reserve in the Lanikepu-
Kawaihae 2nd area, South Kohala, TMK: 6-2-1:Portions of 1, 2, 8,
& 25 and 6-3-01:Portions of 2.
3. Petition by the State Land Use Commission to reclassify 325 acres
of land from an Agricultural to a Conservation District. The
property is located primarily between the Queen Kaahumanu Highway
and the Kawaihae-Puako Road from the Mauna Kea Golf Course area
to Puako Beach, Lalamilo, South Kohala, TMK: 6-2-2:1, 6-6-1:2(Por.),
52 & 53, 6-6-9:39 and 6-9-01:15.
4. Petiton by the State Land Use Commission to reclassify 185 acres
of land from an Urban to a Conservation District. The property
is makai of the Kawaihae-Puako Highway between the Mauna Kea
Beach Hotel and the Puako Beach area in Lalamilo, South Kohala,
TMK; 6-6-01:55, 6-6-02:31 (Por.), 32, 34 & 35 (Por.), and
6-9-01:1 (Por.).
5. Petition by Philip Yoshimura to reclassify 14.4 acres of land
from an Agricultural to an Urban District. The property is
situated on the western corner of the Akoni Pule Road-Maliu Road
intersection, approximately 3,000 feet from the Hawi Village,
Hualua, North Kohala, TMK: 5-5-03:12.
6. Petition by the State Land Use Commission to reclassify 1,100 acres
of land from an Urban to an Agricultural District. • The property
is situated adjacent to the existing Waikoloa Village residential

9. A petition by the State Land Use Commission to reclassify 279 acres
of land from an Urban district to an Agricultural district. The
properties front the mauka side of Alii Drive and the makai side
of Kuakini Highway approximately 950 feet Keauhou side of Lunapule
Road, in Kahului lst, 2nd and Puapuaa 1st, North Kona, TMK: 7-5-19:1,
portion of 5, 36, 37, 7-5-17:portion of 5, and 7-5-20:1.
10. A petition by Palani Development Company to reclassify 248 acres
of land from an Agricultural District to an Urban district. The
properties front Palani Road and 48 acres are situated makai of
the Kealakehe School site and 200 acres situated makai of the

12. Petition by the State Land Use Commission to reclassify 650 acres

approximately 1.4 miles from the Queen Kaahumanu-Palani Road

13. Petition by the Bernice Pauahi Bishop Estate to reclassify 838 acres
from an Agricultural district to an Urban district. The properties
are between the abandoned West Hawaii Railroad right-of-way and a
line running parallel ranging from 1,000 to 1,800 feet mauka of
the New Alii Highway, above the Keauhou Resort area between Kahaluu
and the southernmost end of the Keauhou Golf Course in Kahaluu,
