A copy of your letter of February 11, 1974, to the mayor concerning
the planning commission was received by me on Saturday, February 16.
Since the letter was postmarked February 12, in no way should it be
construed that the planning department was slow in sending me a copy.
On the contrary, I am unable to pick up my mail from the Mountain View
post office each day. Therefore, it had been sitting in my mailbox.
However, lz-,,t�n if I had received the letter before the meeting of the
commission, I would not have changed any action which I made. My, life
is open for the inspection of any person, and it is hard for me to
understand why my morals are in question. Enclosed you will find a
statement by me concerning my financial obligations which is similar
to one which is in the hands of both the mayor and the county council.
You have my pernission to check any statements I make and even to
accompany me on my daily rounds of business.
According to the Board of Ethics, no person can sit on the planning
commission. Who is there that does not have some interest in land,
whether he own his own homesite, rent it, or just inhabit it; whether
he uses roads for his own car, public v0,Jcle, bicycle, or foot;
whether he works fcor a company which owns, rents, or leases the land
on which it exists? No body is free from the cloud of suspicion for
he may be a minister who wishes to protect non-profit status; or a
union leader looking for work for his members; or a teacher concerned
about school grounds; or a hippy wishing to live free and secluded;
or a lawyer making his living off people trying to get courts to see
things their way. The question boils down to whether we want government
to be represented by all the people or, lay commissions or let government
workers make final decisions. keople will think twice before giving of
their time and talents in service when they know they will be unjustly
crit: iciZed as immoral and utnethical if they don't vote certain ways.
