RESOLUTION NO. 250 12
A RESOLUTION URGING THE STATE OF HAWAII DEPARTMENT OF
TRANSPORTATION TO CONSTRUCT A DESIGNATED PEDESTRIAN CROSSING
AREA FOR THE VOLCANO VILLAGE COMMUNITY ACROSS MAMALAHOA
HIGHWAY, COMMONLY KNOWN AS HIGHWAY 11 OR THE HAWAII BELT
ROAD.
WHEREAS, Mamalahoa Highway, commonly known as Highway 11 or the Hawai`i
Belt Road, dissects the town of Volcano; and
WHEREAS, many members of the Volcano community reside in subdivisions located
on the makai (southern) side of Mamalahoa Highway, who must travel across the highway to
access the Volcano Town Center; and
WHEREAS, many residents are students who attend the Volcano School of Arts and
Science Charter School in Volcano Village and there is no designated pedestrian crossing area
located on Mamalahoa Highway within a reasonable walking distance of Volcano Village; and
WHEREAS, Volcano residents traveling from Hilo to Kona who use the County's Hele-
On Bus service board the bus on the north (mauka) side of the Mamalahoa Highway, requiring
bus riders who live on the south (makai) side of Mamalahoa Highway to cross the highway to
catch the Hele-On bus; and
WHEREAS, as the population of outlying subdivisions in the Volcano Village area is
anticipated to increase, the need for designated highway pedestrian crossing areas will also
increase; and
WHEREAS,the State and County have a strong interest in promoting more healthy and
economical transportation options for Hawai`i Island residents, such as walking and public
transportation, and should therefore encourage and provide the necessary infrastructure to
support these goals; and
WHEREAS, the County of Hawai`i supports maintaining and improving access to the
existing and future business and community amenities located in the Volcano Village; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
State of Hawai`i Department of Transportation is urged to construct a designated pedestrian
crossing area located in the vicinity of the Volcano Village between the Old Volcano Road and
Wright Road on Mamalahoa Highway, otherwise known as Highway 11 or the Hawai`i Belt
Road.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William P. Kenoi; Warren Lee, Director of the Department of
Public Works; the State of Hawai`i Department of Transportation; the Honorable Senator Gilbert
Kahele; the Honorable Senator Josh Green, M.D.; the Honorable Senator Malama Solomon; the
Honorable Representative Jerry L. Chang; the Honorable Representative Denny Coffman; the
Honorable Representative Cindy Evans; the Honorable Representative Faye P. Hanohano; the
Honorable Representative Robert N. Herkes; the Honorable Representative Mark M. Nakashima;
and the Honorable Representative Clift Tsuji.
